Project Description: Funds will redevelop an underutilized building in our downtown core into an active, community-oriented space to foster economic growth and enhance civic connection and engagement. The full initiative aims to reduce burden on the Baltimore Police Department, EMS, and hospital, and increase the connection to resources to prevention overreliance on emergency infrastructure, which will benefit all City residents. The project is an appropriate use of taxpayer funds because it will specifically focus on appropriate connections to care and will measure this by reducing ongoing calls to 911 for emergency service, continuity engagement in services (primary care, treatment programs (Behavioral Health and substance use), connection to long term housing, and increased recovery capital.

Project Name: Community Violence Intervention Ecosystem

Project Description: Funds will provide funding to continue the operations for three core components of Baltimore’s Community Violence Intervention (CVI) ecosystem that are contributing to the city’s historic violence reduction: Safe Streets Baltimore, Hospital-Based Violence Intervention Programs, and School-Based Violence Intervention in partnership with Baltimore City Public Schools. The project is an appropriate use of taxpayer funds because this is an evidence-based practice to reduce violent crime by engaging resources to those that want to change and hold accountable those that do not.

Project Description: Funds will be provided to Baltimore City’s Office of Returning Citizens within the Mayor’s Office of Neighborhood Safety and Engagement (MONSE) to support incarcerated Baltimoreans preparing for a successful re-entry through employment opportunities, safe return planning, and direct support services for returning citizens. The project is an appropriate use of taxpayer funds because it will reduce repeat offenses by fostering rehabilitation, reducing government spending on prisons, and strengthening public safety.

Project Name: Towson Cyber+AI Clinic for Community & Small Businesses

Project Description: Funds will establish the Towson Cyber+AI Clinic at Towson University that aims to increase the Cybersecurity and AI IQ of Maryland organizations by providing free and low-cost services to the regional community and small businesses, helping them safely experiment with AI and enhance their cybersecurity posture. The project is an appropriate use of taxpayer funds because establishing this center will result in workforce development, support of small businesses, and accelerating development of cybersecurity defense.

Project Description: The funding would be used to help fund the purchase of a fire engine and brush truck to improve emergency response and wildfire suppression capabilities. The project is an appropriate use of taxpayer funds because it will replace aging equipment, enhance firefighter safety, and ensure reliable service for residents, businesses, and surrounding communities during structure fires, wildfires, and other emergencies.

Project Description: The funding would be used to provide a reserve fire engine to be utilized for both the training academy as well as to provide a replacement engine as needed for all 14 volunteer fire companies within Carroll County. The project is an appropriate use of taxpayer funds because it will replace an aging unit that is reaching the end of its available service life, enhancing firefighter safety, and ensuring reliable service for residents, businesses, and surrounding communities during structure fires, wildfires, and other emergencies.

Project Description: The funding would be used for the replacement of the Manchester Volunteer Fire Department’s 1998 KME Rescue Squad which has met its 25-year NFPA required service life. The project is an appropriate use of taxpayer funds because it will enhance firefighter safety, and ensure reliable service for residents, businesses, and surrounding communities during structure fires, wildfires, and other emergencies.

Project Name:   Westminster Senior & Community Center Dining Room Expansion Project

Project Description: The funding would be used to expand the Westminster Senior and Community Center dining room by 1100 square feet. The project is an appropriate use of taxpayer funds because as the Center’s population presents with varying levels of mobility, size constraints of the existing dining room present barriers for members to safely access and maneuver the space during daily congregate meal service in this rural community of seniors.

Project Name:  Hampstead PFAS Water System Project

Project Description: Funds will be used to remove PFAS and other contaminants from Hampstead’s water system, which will provide safer, cleaner water for Town residents. The project is an appropriate use of taxpayer funds because it will assist in providing safe drinking water for the Hampstead community.

Project Name: Manchester Wastewater Treatment Plant Upgrade

Project Description: Funds will be used to move and upgrade the Union Bridge Wastewater Treatment Plan (built 1962, last updated 1994), which is located within the 100-year floodplain. The project is an appropriate use of taxpayer funds because it will enhance nutrient removal for the low to median income community.

Project Name: Carroll Hospital Forensics Lab

Project Description: Funds will be used by Carroll Hospital to relocate and enhance their Forensics Program, allowing for better quality of care for their community’s victims and aiding in obtaining justice and accountability for crimes. Project Name: A New Pathway – The Central Maryland Aviation Maintenance Workforce Initiative

Project Location: 701 Wilson Point Rd, Middle River, MD 21220.
Requested Amount: $2,000,000

Project Description: Funds will be used for an Aviation Maintenance Technology program that will train students for FAA Airframe and Powerplant certification through a 1,650-hour curriculum. The program will address regional workforce shortages in aviation maintenance, strengthen Maryland’s aviation and aerospace sectors, and create accessible pathways to high-wage technical careers supporting economic growth and infrastructure reliability. The project is an appropriate use of taxpayer funds because it will address critical workforce shortages among tradespeople. It will increase economic development.

Project Name: Baltimore County Public Schools (BCPS) Pre-K Expansion Playground Improvements

Project Location: 6901 North Charles Street, Towson, MD 21204
Requested Amount: $1,750,000

Project Description: Funds will be used to improve ten playground facilities at BCPS Pre-K expansion sites. Enhancements include age-appropriate equipment, safety surfacing, and inclusive play structures to support physical, social, and cognitive development. The project is an appropriate use of taxpayer funds because it will provide equitable, safe, accessible, and developmentally appropriate outdoor learning and play opportunities for all Pre-Kindergarten students. The ten schools selected for playground improvements are each a Title I site and operate a full-day Pre-kindergarten program, serving neighborhoods with higher concentrations of economically disadvantaged families and young children.

Project Name: Bowleys Quarter Volunteer Fire Department Relocation and Construction

Project Description: Funds will be used for the Community Volunteer Fire Department of Bowley's Quarters and Vicinity Inc., which is in the process of moving its station out of a flood plain and to a safer, more localized site. The project is an appropriate use of taxpayer funds because it will address critical safety issues for a fire station serving a large community.

Project Description: Funds will be used to Deploy GPS monitoring units and cellular connectivity to optimize traffic signal operations along gateway corridors. The project is an appropriate use of taxpayer funds because it will reduce vehicle idling, stop-and-go driving, fuel consumption, and emissions while establishing a scalable data platform for performance management and future intelligent transportation system deployments.

Project Description: Funds will be used to renovate 3,500 square feet to create a STEM Center advancing Maryland’s workforce pipeline. The project is an appropriate use of taxpayer funds because it will build a Math Center, labs, and engineering studios, the Center will provide hands-on, industry-aligned experiences, preparing students for middle-skill STEM careers while supporting regional employers and strengthening economic development in Central Maryland.

Project Name: MARC Dual Locomotive Replacement Project

Project Location: 6 St. Paul St, Baltimore, MD 21202
Requested Amount: $1,000,000

Project Description: Funds will be used for non-recurring engineering for dual-mode (electric and diesel) locomotives for MARC passenger rail service. 

The project is an appropriate use of taxpayer funds because these locomotives are needed to operate through Amtrak’s future electric-only B&P Tunnel bores and support expanded regional rail service into Virginia where lines lack overhead catenary. Many Maryland residents utilize this train system to commute also making it critical to economic development.

Project Name: Owings Mills Volunteer Fire Company Engine 312 Replacement

Project Description: Funds will be used to replace Engine 312, a frontline structural firefighting engine operated by the Owings Mills Volunteer Fire Company (Station 31) in Baltimore County, Maryland. The project is an appropriate use of taxpayer funds because the current apparatus is nearing the end of its operational service life and must be replaced to ensure reliable emergency response, firefighter safety, and continued fire protection services for a rapidly growing community.
