Fiscal Year (FY) 2026 Appropriations Requests

As your Congressman, I am working to ensure our federal government invests in programs and policies that strengthen our communities, our state, and our nation. One of Congress’s core constitutional responsibilities is setting federal spending levels by passing 12 appropriations bills. As part of this process, I will advocate to the House Appropriations Committee for funding priorities that directly benefit Maryland’s 2nd District.
Below are the different ways Congress funds the government and how your organization, nonprofit or government entity can request an appropriation.

Programmatic & Language Requests
Members of Congress can also submit Programmatic and Language requests, typically on behalf of advocacy groups and stakeholders, to help shape federal spending and policy priorities.
Programmatic requests seek to express general support for funding an existing program or to request a specific amount of funding for a specific existing program in one of the 12 appropriations bills.
A Language Request does not specifically direct funding to a particular entity but encourages some type of action by an agency. For example, an advocacy group may want to urge an agency to conduct an impact study.
As we await guidance on the Fiscal Year 2026 Appropriations process, you may wish to prepare submissions with the House Appropriations Committee's FY25 guide.
The deadline has passed to submit a Programmatic or Language request to Congressman Olszewski for Fiscal Year 2026.
