I applaud my colleagues for putting forward a reasonable, good-faith framework to start negotiations that could help finally end this reckless government shutdown and restore vital services for the American people.

If this proposal also prevents the Trump Administration from unilaterally cutting essential programs and projects in the future, it is a framework worth considering.
